As a Space Pioneer, he shaped the future of national security in space. Named director of the Corona Program, Col. Clarence L. Battle, Jr., set the pattern for conduct that led to the world's first photographic reconnaissance satellite system. Battle played a key role in the Corona Program, which was created so that a satellite with a camera always pointed toward the Earth, allowing it to take photos on command, and later eject the capsule containing the film back to Earth. When Discoverer I – part of the Corona Program – was launched on Feb. 28, 1959, only 10 satellites had been successfully launched, but none had been designed to specifically perform a useful task, like the Discoverer I, which Battle oversaw.

The U.S. Space Force (USSF) is a new branch of the Armed Forces, established on December 20, 2019 with enactment of the Fiscal Year 2020 National Defense Authorization Act. The USSF was established within the Department of the Air Force, meaning the Secretary of the Air Force has overall responsibility for the USSF, under the guidance and direction of the Secretary of Defense. Additionally, a four-star general known as the Chief of Space Operations (CSO) serves as the senior military member of the USSF. The CSO is a full member of the Joint Chiefs of Staff. Mission The USSF is a military service that organizes, trains, and equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. USSF responsibilities include developing military space professionals, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces to present to our Combatant Commands. Dakota Rodriguez, a military training instructor with Space Delta 1, recently recited the newly established U.S. Space Force MTI Pledge during a graduation ceremony, becoming one of the first Guardian instructors to carry this new tradition forward. Delta 1 instructors within Space Training and Readiness Command created the pledge, reflecting the values, professionalism, and standards our MTIs uphold as they prepare the next generation of Guardians. Dr. James Baker was an out-of-this world scientist! As a consultant for the U.S. Air Force, Baker was a pioneer in the development of optical components of America's earliest space surveillance systems for space-based photoreconnaissance programs. Through his involvement in various advisory boards, Baker influenced the development of key high-altitude reconnaissance systems like the U-2, and A-12 Blackbird, contributing significantly to Cold War intelligence. Leadership recognized the value of Baker's work. In 1945 Maj. George Goddard, director of the Army’s Photographic Laboratory, described Baker as “the most versatile optical designer known to this command.”
