RCAC envisions vibrant, healthy and enduring rural communities throughout the West.
About us
Founded in 1978, RCAC provides training, technical and financial resources and advocacy so rural communities can achieve their goals. Since 1978, our dedicated staff and active board, coupled with our key values: leadership, collaboration, commitment, quality and integrity, have helped effect positive change in rural communities across the West. RCAC’s work includes environmental infrastructure (water, wastewater and solid waste facilities); affordable housing development; economic and leadership development; and community development finance. These services are available to communities with populations of fewer than 50,000, other nonprofit groups, Tribal organizations, farmworkers, colonias and other specific populations. Headquartered in West Sacramento, California, RCAC’s employees serve rural communities in 13 western states and the Pacific islands. With an annual operating budget of more than $15 million and more than 100 employees working from 52 field offices, RCAC is an important resource to low-income rural communities throughout the West

It's always exciting to watch RCAC and communities work together to create new futures.
In Acoma Pueblo, NM, federal support is creating opportunities that strengthen housing, spark entrepreneurship and build community resilience. With funding from USDA and U.S. Department of Housing and Urban Development, RCAC has partnered with the Acoma Pueblo Housing Authority for more than a decade. Together, we’ve worked to improve housing conditions, establish lending programs and support local entrepreneurs through training and technical assistance. From developing the Guide to Native American Lending, to delivering small business training that has graduated local entrepreneurs, these efforts have stabilized housing, expanded economic opportunity and laid the groundwork for greater community self-determination. With support from Wells Fargo’s Keeping People Housed initiative, RCAC and HSNA helped families like Pamela’s, Diana’s and Jesse’s stay in their homes and rebuild stability. And with a new KPH grant, we’re ready to help even more households find safety, support and a path forward. This is what #KeepingPeopleHoused looks like.

An amazing story from our Western partner, Rural Community Assistance Corporation (RCAC)! Take a look below.
When the Hermit’s Peak–Calf Canyon Fire devastated Mora, NM, the community lost homes, land, water systems—and generations of memories. But they refused to give up. With RCAC’s long-standing partnership and support from our Building Rural Economies and Community Resilience & Disaster Planning teams, residents came together to rebuild on their own terms—creating a shared vision, forming local committees, restoring critical water infrastructure, and planning for a stronger, more resilient future. Did you know? A study by the U.S. Geological Survey found that more than one out of five wells contained one or more contaminants at concentrations above the safe human health benchmark.* RCAC offers private well owners free well assessments, including inspection for potential well vulnerabilities, contamination sources near the well, and proper well construction according to state well construction standards. This National Rural Health Day, we’re highlighting the rural providers working to keep their communities healthy—and the investments that make it possible. In Green River, Wyoming, Castle Rock Hospital District has been serving residents from a 1979 facility that no longer meets community needs. As a designated Rural Health Clinic in a health professional shortage area, CRHD needed a modern, efficient space to continue providing quality care. RCAC’s Loan Fund provided financing for a new medical clinic, designed with room to grow—28 exam rooms, space for visiting providers, and improved patient flow and care coordination. This investment replaces aging infrastructure, expands access and strengthens long-term healthcare delivery across Sweetwater County. #RuralHealthDay Read more: https://lnkd.in/ghe8wE5G

It was a true honor to join the RCAC Board yesterday in presenting Peter Carey with the William French Award. Peter is not only a legend in the housing and community development industries, he is also a celebrated mentor, inspiration and friend to so many leaders in this work - including myself. He fully embodies the spirit of this award. It was especially meaningful to spend the evening with Bill French and Stan Keasling, RCAC's first and second CEOs who, along with Peter, have greatly influenced my career and approach to leadership.
Last night, RCAC presented Peter Carey with the William French Award for his lifetime achievements in rural community development. Carey holds over 40 years of experience in rural development and community leadership, including 25 years as chief executive officer of Self-Help Enterprises (SHE), a Visalia-based nonprofit organization dedicated to serving small, rural communities and low-income farm workers by developing affordable housing, water and sewer systems. He stewarded the organization as it built on a 60-year legacy that has created 6,500 self-help homes and established 35,000 water and sewer connections. The William French Award was created in 2007 to honor the life work of William (Bill) French, RCAC’s CEO for its first 30 years. The award honors Bill’s ability to start, grow and sustain an institution that has a significant impact on rural communities. We are honored to recognize Carey's lasting impact and unwavering commitment to uplifting rural communities.
