The Brihanmumbai Municipal Corporation’s draft zonal master plan for the Eco-Sensitive Zone of Sanjay Gandhi National Park has raised concerns among citizens, environmentalists, and tribal communities. The plan was released only in English with a 30-day window for objections, excluding many Marathi-speaking and tribal residents. Experts warn that the proposed plan could further fragment Mumbai’s green lung. Tribal groups fear displacement and erasure of their rights. Navigating Karnataka’s land governance is no longer about only the law, —it’s about understanding a multi-layered regulatory ecosystem that spans agrarian reforms, urban planning, digital platforms, and environmental overlays. 📌 Key Takeaways: Legacy meets digital: Bhoomi, Kaveri 2.0, and E-Swathu offer transparency, but interoperability gaps persist. Conversion ≠ Clearance: Revenue conversion must pass the “Triple Test” of planning conformity, mutation update, and zoning compliance. Environmental overlays are now central to title due diligence—Dishaank’s forest and wetland layers are non-negotiable checkpoints. Draft Land Revenue Rules 2025 promise a game-changing overhaul with geo-tagged parcel IDs and auto-mutation workflows. LGAF 2.0 pilot positions Karnataka as a model state for institutional coherence and digital integration. #LandGovernance #Karnataka #UrbanPlanning #DigitalRecords #DueDiligence #LGAF #RealEstateCompliance #PolicyInsights #Bhoomi #Kaveri2 #Dishaank #EnvironmentalDueDiligence

The words ‘crown jewel of Mumbai’ were part of the judicial orders by the Bombay High Court earlier in October. They underscore the significance of the Sanjay Gandhi National Park. Yet, the BMC’s draft zonal master plan, against which over 26,100 objections and nearly 8,000 emails were written - proposes housing, infrastructure, and eco-tourism projects in its eco-sensitive zone, threatening its sanctity and survival. Nearly 34 percent of this zone is already encroached upon by slums, industrial units and illegal constructions. Instead of demolishing them to restore the ecology, the draft plan proposes further construction on what it calls “vacant” land - an ecological travesty. Amid debates, on-ground activism, and possible court action, Question of Cities brings together key facts and court pronouncements on SGNP and its eco-sensitive zone in this QoC Fact Sheet. #SanjayGandhiNationalPark #SGNP #Mumbai #Thane #BMC
