Richmond Hill Announces New Fire Chief
RICHMOND HILL – The City of Richmond Hill has appointed Tom Raeburn as the City’s new Fire Chief, effective December 1, 2025.
Chief Raeburn began working as Deputy Chief with Richmond Hill Fire and Emergency Services (RHFES) in January 2021. Since joining the City, he has been a key leader within the department, providing valuable administrative, operational and strategic support that enhances RHFES’s ability to respond effectively to emergencies. With strong expertise in workforce management and extensive experience across all areas of fire service operations, he is recognized as a trusted and respected leader.
Prior to joining Richmond Hill, Chief Raeburn was the Fire Chief for the Town of Innisfil and the Town of Bradford West Gwillimbury. He has 30 years of experience in fire services and over 12 years of experience as a high-ranking fire officer.
Richmond Hill Council approved the appointment at the November 12, 2025 Council Meeting, following the retirement of Chief Bryan Burbidge.
